Backward Classes and Minorities Department

Introduction:

Karnataka Government established Backward Classes and Minorities Dept, in the year 1997 to implement various Developmental Schemes for the welfare of people belonging to the Backward Classes and Minorities.A Special reservation is provide for these people in education and employment as per the article 15(4) and 16(4) of the Constitution.

Aims and Objectives

The Department mainly aimed at Development of Backward Classes and Minority people both in Educationally and Economically activites and monitor the Reservation Policy under Article 15(4) and 16(4) of the Constitution and implements various schemes.  The details of some of the schemes are as fallows.

Programmes & Schemes

1. Providing Hostel Facility to Students:-

In this District there are 58 pre-matric and 17 post-matric hostels for Backward Classes are running by this Department.  Here the total strength of students in these hostel is 5403. Student will get free Boarding and Lodging for their Acadamic Year. They Sould be Backward Classes Students should be Studying in V to X standard for Pre-matric  Hostels & Post-matric Courses for Post-matric Hostels.

2. Ashrama School:-

There are 09 Ashrama Schools are running in this District.This School is meant for category-1 students, Total sanctioned strengths is 275.  Here also the students will get free Boarding and Lodging facility for 10 months in a year.

3. Morarji Desai Residential Schools:-

There are 06 M.D.R.S. for Backward Classes and 02 M.D.R.S. are for Minorities will run by the Dept. The strength of schools are 1400 and 300 respectively.  Here free residential education is giving to the students from 6th std to 10th std.

4. Grant in Aid Hostels:-

There are 08 pre-matric and 03 post-matric Private Hostels are functioning in the District.  The strength of these hostels are 382 and 125 students respectively.  These Hostels are run by Private Management . The Government will give grants for Rs.500/- per students per month and Rs.600/- per student per month respectively for 10 months.

5. Private Aided Orphanages:-

There are 10 Orphanges are functioning in the District.  The sanctioned strength is 3476.  These Institutions are run by Private Managements Admission will be given to the students studying 1st  std to 10th std Grant of Rs.350/- per student per month will be given for 10 months in a year.

6. Pre-matric and Post-matric Scholarship:-
A. 1. State Sector Scholarship
         1. Pre-matric Scholarship

  1. 5th std to 7th std students yearly   –     Rs. 75/-
  2. 8th std to 10th std students yearly  -     Rs. 100/-

         2. Post-matric Scholarship

  1. PUC/Diploma/even Degree Yearly-    Rs.300/-
  2. Post Graduate Yearly                  -    Rs.400/-
  3. Technical/Professional Course Yearly- Rs.500/-

B. Central Sponsored Scholarship
         1. Government of India Scholarship(post-matric)
             A – Group Courses Monthly  -  Rs. 190/-
              B – Group Courses Monthly  -  Rs. 190/-
              C – Group Courses Monthly  -  Rs. 190/-
              D – Group Courses Monthly  -  Rs. 120/-
              E -  Group Courses Monthly  -  Rs. 190/-

2. Government of India Scholarshi(Pre-matric)
              1. 1st std to 5th std Monthly  -  Rs. 25/- up to 10 Months
              2. 6th std to 8th std Monthly – Rs.  40/- up to 10 Months
              3. 9th std to 10th std Monthly- Rs.  50/- up to 10 Months

7. Extra Boarding and Lodging:-

For category-1 college going students Rs.200/- will be given per month for 10 months. And Technical and Professional course students of 2A, 2B, 3A, 3B are also eligible for taking this benefits.  This facility will be provided students those who are not able to get Admission in the Hostels.

8. Fee Concession Programmes :-

Students whose Annual Income is Rs.11,000/- and below are exempted from Payment of Tution, Laboratory and Examination Fees Irrespective of Caste and Creed to which they belong students belonging to Cat-1 are exempted from the payment of othere fees approved by the Government in  addition to the Payment of above fees, without any Income limit.

9. Skill Development Programme:-

In this scheme unemployed woman belonging to the Backward Classes, Training will be given varing from 3 Months to 1 year for different Computer Courses.  The Training Expenditure will be borned by the Government. During the training period, the Trainees will get Rs.500/- Monthly Stipend. The Minority Community concerned both Men/Women are also eligible. For these communities, separately, implementing this scheme in Minority Department.

10. Nursing Training Programme:-

In this scheme Backward Classes students studying B.Sc. Nursing and GNM Courses will be getting Course fee of Rs.5000/- per Year and Monthly Stipend of Rs.1000 up to 10 Months.

11. Tailoring Training Centers:-

There are 02 Tailoring Training Centers are functioning in the District with a sanctioned strength 40. Eligible woman candidates belongs to Backward Classes are selected by the Taluk Committee.  They will be getting Rs.300/- Stipend monthly and after Training Examinations will be conducted.  Passed beneficiaries will get one Stiching Machine at Free of Cost, along with Certificate. The Course of the training period is 12 Months.

12. Stipends to Law Graduates:-

Backward Classes Law Degree holders registered in Bar Council will be selected through District Level Committee will be getting Stipend of Rs.1000/- for 4 year. Each Year 10 Candidates will be selected.

13. Construction of Community Hall/Hostels to Backward Classes:-

Communities belongs to Uppara Savitha Samaja, Devanga, Vishva Karma, Kuruba, Billava, Kshatriya are eligible to get Maximum Grant of Rs.5.00 laks for Construction of Community Hall and Rs.5.00 laks for Construction of Hostels.

14. Nomadic / Semi Nomadic Development Programmes:-
     Following Schemes are Implementing for the Upliftment of NT/SNT Communities.

House Construction.(Through Rajiv Gandhi Housing Corporation)

Woman Community Hall. (Mahila Bhavan)

Prestigious School Admission.

Directorate is setup under the control of senior I.A.S Officer as a Commissioner along with ‘3’ Joint Director and 3 Deputy Directors and connected staff.

At the District level the Department under Zilla Panchayath, functions under the Administrative Control of Chief Executive Officer.  One District level office is situated in each district. District Officer is Head of the Office and Implementing all the Programme with supporting staff.  At Taluka Level Executive Officer Taluk Panchayath are incharge of the implementation of the schemes and Backward Classes Extension Officers of the Department assist them.
