INTRODUCTION & ORGANISATION STRUCTURE

As per the Karnataka Panchayat Raj Act 1993  (KPR ACT)Zilla Panchayats Taluk Panchayats and Gram Panchayats have its own duties and responsibilities. Since Four decades after the Independence the local body institutions were existed in different forms and features. These institutions got a specific strucher After the introduction of KPR Act in 1993 as per the 73rd amendment to the constitution of india. As per the provisions of the “Act” the   administration of the government was decentralised and implemented. To give more importance to decentralisation, the 3 tiers  of panchayat raj institutions were introduced like  Zilla panchayats, Taluk panchayats  and Gram Panchayats   By this Act not only the representative of these institutions were given more power but also the institutions to procure and consolidate their resources.

The main aim of pancayath raj system is to decentralise the adminstrstration.  “Decentralisation” means to transfer the centralised resource, political power and administrative responsbilities to the local elected bodies. It encourages the people’s representation and also becomes powerful instrument to reduce distance between the people and government.

As per the provisions of the KPR ACT the local elected bodies have to take responsbilities to implement government schemes  to provide Social Justice and economical  development.

As a first step of decentralisation the three tiers  of panchayat raj system are implemented in the state.  The three  tiers  are Zilla panchayath at Dist level, Taluk panchayath at Taluk level and Gram Panchayath at village level.

In all  the above three  institutions the representatives are elected strightly by the people

Organisation Structure

Taluk Panchayath existed at Taluk level Consists 5 and Hoblies 28 grama panchayats.

Excutive officer is the Head of the Organsation Total 59 Posts including E O Accounts Officer, Manager, FDAS, SDAS, Jr Engineer “D”Group officials PDOS and GP Secretaries are working in this organization These officials are appointed by the Govt

Taluk Panchayath Have 19 People representatives like president vice president and Taluk panchayath members. They have elected by the people through Elections

Taluk president is the haed of the Taluk Panchyath samithi. Taluk Panchayath committees will give approval of all the Schems implemented by TP through Gram Panchaths

To Provide Pure drinking water to rural people

Timely Collection of Taxes and revision of Taxes

To take action to compulsory admission of all children to the primary schools in rural area

To Provide health fecilites to rural Pepole

To Provide Santation system and drainage system to rural   area

To provide adequate street lights and timely remmintance of ele Bills

To Construt Public Roads and repairs

To evict the enchrched public roads  to and public places

To maintain Public properties belonging Depertment

To protect Bio organic System

To Take Care of non-repetetion of bonded labour

Distribution and supervision of duties and Programmes to all the departments under Panchayath Raj department

Provide fecelities to sc/st communties under 22.75% percentage amount
